I'm not sure that a beta grade would be as poor and shabby-looking as Vila is here (or in the last story; I read them both together). I see them as technical: intelligent and capable, but not the designers, rather like Coser was thought to be.
Will you explain that latent memories may have attracted them to each other--Vila to Avon on the London, and Argus to Avon and Via and the rebels? Otherwise it's a huge coincidence they got together. :-)
