I had always considered that those devices, like the Liberator guns, were already on the ship and all he did was manage the inventory and show them how they were used. Which would point to him having that knowledge at least.
It was never said that he specifically created or adapted weapons/mines, unlike the references to the anti-detector screen, the cypher machine, the jump engines etc.
Not the sort of talent a simple computer expert has either Nods. Definitely, it's the reason why I do not refer to him exclusively as a computer expert but made the shift to a scientist/analyst who specializes in problem solving, specifically with military applications.
