This comment is for vilakins. I wasn't able to fit in the rest of the Anna material I developed. Sester was just a bit too busy. But here is the rest of it, some of which may be utilized in the final story for Perceptions.
Anna worked for the Federation and I imagine she must have been like Sester, in that she believed in the Federation and thought what she was doing was necessary.
After Star One and the chaos that resulted, Anna most likely went into hiding while the rest of her Central Security colleagues were either tortured to death by the rebels or, like Shrinker, changed sides and worked with the rebels temporarily.
After Servalan came to power, Anna returned to work for the Federation as Bartolomew and saw what a 'tasteless megalomaniac' Servalan was and how she squandered many resources in building the monstrosity of Residence One ("We could have built two cities for what it cost to reconstruct that absurdity." she says this to Chesku) rather than pouring it into helping people recover from the devastation.
This may have started Anna on wanting to over throw Servalan. After being assigned to investigate Chesku by a paranoid Servalan and seeing first-hand what kind of people supported Servalan and what kind of person she was, Anna become openly cynical of the Federation President, even in front of Chesku. ("Do you seriously imagine I have any personal regard for that woman? Doesn't it occur to you that I might hate her more than any of you precisely because I do know her?" she says this to Hob.)
As a result, she began plotting to have Servalan removed by allying herself with a rebel group. This was Hob's group that seemed to have been part of CS at one point but from the lower echelons and was doing little more than skulking in the wastelands. From what Anna said, she seemed to have sought them out, gave them direction, conceived of a plan to infiltrate Residence One and capture Servalan, and tried to help them achieve a more lasting political effect than just killing Servalan.
Like Avon would have, she found them short-sighted, lacking in intelligence and only interested in vengeful violence, just like the rebels before them. In the way she talks to and treats the fool, Chesku and the short-sighted Hob, she is similar to Avon in many respects and just as intelligent. This woman is smart, direct, not afraid to speak her mind and good at planning, something I imagine would have attracted Avon to her.
